The final parchment used in the rogue epic references an assassin disguising himself as a high elf to assassinate the ambassador to the high elves.

The Guise has been handcrafted
my our Master Coercer and
should allow the wearer to
pass undetected as Koada'dal,
thus allowing the assassin to
gain entry into the
Ambassador's quarters.

Seems safe to assume it was always this way. You can also turn the head into the rogue guildmaster in qeynos to get the fanged skull stiletto. No one liked stanos, it's kinda the whole lore of the quest if you read the dialog.
