Also, I found Vamperic Embrace isn't proccing nearly as much as it should. It's averaging once per fight... wtf...

I can confirm that you could FD to get indifferent con and do quest hand ins during Kunark and Velious. I started my iksar monk in kunark so don't know but would assume that it was always that way. I was able to do many quests and bank/sell to merchants using this technique. This is how iksar monks were able to get the OT hammer without faction. I disagree with this *fix* unless it can be confirmed that this functionality changed between classic and kunark. This was just a common accepted benefit to being a FD class.

Sneak allowed quests and merchant use. FD worked with bankers.
