He says:

I'll cut you a deal. You tell me you are a [gnoll loving weakling who isn't fit to comb my feet] and I will give you that merchant's tax money!

so you say:

I am a gnoll loving weakling who isn't fit to comb your feet

Very strange. I had typed that exact same message several times. Not sure if I was out of range, or misspelling a word or what.
