Talk to some NPC and you are now flagged for item loss. You can now loot other players flagged for item loss and they can loot you. You cannot tell who is flagged or not without killing them.
The problem with optional playstyles, like Opt in Item loss, is that is requires lot of DEV time and GM time to balance since the devious players are going to find the min/max loop hole to twist what seems like a cool idea to something abusive.

I say go hardcore and just add Looting, Put up a donation target meter each month to show how much money is needed to keep the RED server going and then let the people play the slightly tougher EQ Classic PvP server and donate to keep it running.

If only 100 die hard players want the PvP rulset and donate to keep it up then who cares if there are more folks on BLUE. Those die hards are happy playing the game they want and if the doom and gloom prediction comes true and population dies off and there aren't enough donations to keep RED open then wipe it, and introduce a new ruleset, maybe Team v Team, or Easy Mode EQ, or something completely new....
