It drops, got it first try. Some people have better luck than others.

But how long ago was it that you got one?
I'm trying to find out if it is actually rare. Slave's post seems to show that it at least used to be somewhat common a year ago. Either the drop-rate has been severely reduced recently, or it's actually recently bugged.
