If by #1 you mean, has the highest number of people in the guild, then yes. When it comes down to even numbers they lose every time. It's really been that way since day one. Also, there is no way anyone who has a pulse would follow by example to a blue guild.

Unfortunately for you(FF is cool, but numbers are numbers), their(Nihilum's) high-level player advantage also allows them to be ahead of other guilds in terms of raid progression and gear. In PvP, I'm sure everyone has their own story; I don't doubt your analysis of the situation, but I haven't seen it myself so I won't comment.
AFAIK, Red99 is a PvP server. You can call anyone bluebies as much as you want but if they're logging on here, that's enough to hold them by the same standard as anyone else. Don't care if you're from VZTZ, Blue, who-knows-what emu, Live, or anywhere else.
Since they DO have the largest population, Nihilum's actions are closely followed by everyone else(otherwise there wouldn't be 5+ threads a day about them). So, they do set an example for many others on the server.
Therefore, if they re-invite people who have been banned for breaking the server rules, not only can they not complain about others who have done so, they also set a precedent for all the smaller guilds to make this an acceptable practice.
Hence why I was interested in Supreme's response, and Wolfram's.
