One of the underlying issues which caused this has been changed for next patch.

You should not be able to trade with an npc at less than dubious faction unless that npc specifically requires it.

Gotcha. The Priestess is still not up though. I dont know if she just has a crazy respawn time or if the server has to be restarted. =/
