I like that last idea. an easier way to turn pvp on or off in any form would be awesome.

Noop, keep PVP off of blue and on red where it freaking belongs. And oh my, look what its done for that server population.

I think guild war would just give TMO and BDA somthing else to cry about. Although it would be cool for the leveling guilds to team up and start wars ect.
