Kael and then Chardok after the revamp.

Velks loot is arguably not above Sebilis/HS. People remember it being overcamped because the EXP was amazing and the loot was decent. Here, everyone is 60 and AAs aren't in (Velks was perma-dead in Luclin).

Kael Arena is where most of the server will gear up. Solo/duo players will be doing PoM, but Kael is an excellent place for 1-2 level 60 groups to gear up. There's very little reason to trash your dwarf faction since frost giant faction is useless (avoid Gleed and you don't need it) and Coldain BP/Legs are very good until you can get better.

I'm going to be living in PoM during the off hours though.

When Chardok comes into play, the loot there is pretty much ahead of anything droppable until the CT revamp in Luclin.
