This solution worked very well on Rallos Zek.

Although doing it in raid zones only tends to favor the large zerg guilds. Something like pvp at levels 40+ with the +/- 4 level attack range allows for a more level playing field... the smaller guilds can engage the larger guilds in wars of attrition.

I don't think I ever heard one whine about raid spawns.

I have to say , that would be ridiculously fun.
Probably not as fun as /guildwar though which would be awesome.

just flag raid zones as PvP...make areas around Vox/Naggy's lair PvP......that'll test the guts of everybody.
