Click Start in windows and type in "UAC" it stands for user access control. You will see a slider when you open it, move it all the way down to "Never Notify"

Tried to do a fresh clean install again today. It updated more files this time, but the end result was the same. Getting a message that "Everquest has detected that your client may have crashed".

It freezes at character creation with a black background...
