The only thing this would do is give high levels a player a reason to quickly plvl the crap out of a new toon to trade it in for items, destroying every low level zone in the process.

Agreed. The top-tier people would just chain-PL characters to trade in. Cool idea that sadly would be exploited to hell by people.

The purpose to instigate this is to delete a metric ton of toons that had been previously sold due to players quitting. Most are being used to poopsocks or as alts converted to mules. If you're only worried about a new generation of PL'ed toons then you just need to put in more restrictions.

Any characters that are up for delete considerations would have to be made at least 6months/1 year ago. This way only previously made non essential toons would get deleted and would give no incentive for guild PL'ed toons for this.

And there should be a NPC in every zone that buffs you with haste, crack, regen etc
