Edit - apparently I forgot how to post images. Too lazy to figure out what I did wrong.

I've pulled him over to EW before, is that a kite? It's where my force was. And someone had dragged him over the other way to docks before dropping.

Anyone tried "pulling" him to the tiny island for switching boats from NRo?

I've seen people do this, because that's where their friends were. I think it's legit, if a bit annoying.

If the whole kill squad is present in the zone when you engage him and you're kiting him around as part of a strat to slow/debuff him ... that's legit imo. If your force is in the zone and you're pulling him to where your capable and ready kill squad is, that's also legit imo.

If you're engaging him without your kill party in zone, whether it's to pull him to the rings where you HOPE your kill squad will port in time or the EW zone where people are frantically rushing to zone in ... not legit imo.

First in force, in zone, and ready to engage with the capable crew to kill him.

If you're the only one in the zone? Shouldn't engage him until your friends are there to help you. Pulling him away from his spawn/wander area effectively denies another group the ability to righteously engage him first when ready.

Respect the FTE. If you feel they are stalling, fraps/SS/log it and petition. Do NOT take matters into your own hands and KS it. Let us (Guides/GMs) decide if is a stall/kite and we will take care of it.

Out of curiosity, how would the guides/GMs take care of this?
