Unbuffed I have 140 into and 200 Cha at level 54, which brings me to 240 Cha and soon to be 250 self buffed. I have never had any issues, intelligence doesn't effect mana regeneration spells do, and often with C2 and theft of thought my mana pool is completely sufficient, rarely oom. So I am a proponent for maxing Cha, however the biggest effect to charm will be mob level and MR.

This pretty much the jist of playing a changed.Large mana pools are generally worthless in most situations as a chanter. Only really useful in low dps high mob situations, like if you in a group with three healers and a warrior pulling and are trying to manage his 8 mob pull as your moving to camp and keep getting wanderer adds. Then a big pool be helpful. Otherwise you have regen spells, ToT and WM.

CHA also super OP here. A little t more chanters can do here than on live back in the day ^^

Just to echo what others have said, Cha is pretty much king, maybe tied to raw +Hp gear.

Don't belabor race, it really doesn't matter. Pick what you enjoy for RP/aesthetics and then go with it. "End Game" enchantering is more about knowing what you're doing and having access to clickies than 10 points of Int/Cha.

I remember a *lot* of discussion on CHA for chanters on live servers back in the day. IIRC, thorough testing proved that CHA over 140 or so did not significantly increase charm duration or reliability. Is this something that was customized on P99?
