There'll be groups in places like Guk but that's about the only real benefit outside of the pleasure of camping manastone and guise for 2-3 days straight.
Logging in to find every Gnoll spawn in SK camped and not having anything to do isn't fun either. Wasn't even much grouping going on when they buffed outdoor ZEM.
Raiding in early green sucked. Too few targets so everything got poopsocked by the same guild that also gatekept loot with RA and other mechanics to make sure only the neckbeards got anything.
Several classes don't fruition until Kunark either. So unless playing a vegetable is your thing that restricts your class choices a lot. Class XP penalties are brutal as well and don't add anything fun other than making you feel like that special snowflake until Velious comes out.
... Honestly, I'd be fine with rotating legacy camps and I'd never care about fresh.
