Unsure of what went down just yet, but if so and so gets full exp restore from PVP deaths, then that's totally fucked up, and server integrity is definitely falling back to when we first quit.

I can indeed confirm that I got partially restored. Was 42% into lvl 58, after getting bindcamped I was 99% into lvl 53.

After restoration I am 0% into lvl 57.

I have no idea regarding previous history of restoring xp or not, but anyone who truly thinks restoring experience lost from bindcamping is a bad idea in general can't enjoy population a whole lot.
