Merchants: Silver Thread not being sold on Green

Missing from the merchants in Erudin and Cabilis
(I assume it's missing from others, but only confirmed these two)

Silver, gold, and platinum threads are currently set to be available in the March 2001 patch. We can make changes if any evidence is found showing they were available in an earlier time period.

Ignore this if it's against the rules, but is this true of the Wu recipes as well? Is reaching/passing 200 tailoring impossible before the March 2001 patch?

I assume that would be in a few months from now?
