Game Mechanics: North Karana druids attacking

Should they be attacking an agnostic Dwarf Rogue? They con threateningly and I don't recall ever doing anything to lower faction. Talked to another dwarf rogue who just started and he had the same problem.

That does not sound right. They should be KOS to all the evil races/deities but not agnostic dwarves.
