The 'underleveled monks' never stood a chance and just entered for fun. To really compete in the botb gear played some part and epic was a requirement if you wanted ANY chance to win. that being said a 60 monk(especially iksar for regen) has far more advantage over anyone not 60 due to higher average hits, less misses. and afaik only 2 or 3 monks were pre 60, and the other 8 or 10 were 60s with equal gear if not way better.
