Game Mechanics: Oasis Spectre Fear Bug

The spectre at the base of the tower in Oasis can be hit by Invoke Fear or Panic The Dead and while the spell is not resisted the mob continues behaving as if unfeared, multiple casts same results. The specs on the 4 corners of the platform do not behave this way, have not pulled from the top of the tower to see how these behave, so to my knowledge it is only the one at the base of the tower.
