How do I make a guild?

I have heard you just /petition with the info, but I tried that in the past and nothing ever came of it.

So how do you get a guild created on this server?

Good luck with that. Already tried three times with no success.
Apparently, it can't be done unless there are fewer than 500 people online at the time (was told this all three times). They say it will happen when possible and that it'll be created even if you're not online. Maybe it takes weeks to happen since I haven't seen it yet.
