I'd say, it's very likely that Zeelot didn't know it was happening. He isn't really that active in the social structure of TMO. Actually, not many leaders are.

I have a pretty good idea who it was and they had access to tons of accounts. I also know the people that lead TMO don't care much outside of killing the next raid target.

It's possible that he knew, but it's just as possible that he didn't.
