Seahorse Patriach

Hail, i've made 3 attempts to kill the Seahorse Patriach in Kedge Keep today, and it gets down to 54% health, and cannot be taken any lower. I've tried to log out, zone out, and still cant damage it past 54% health, just petitioning it to give a heads up , not sure what's the issue but thats that !
