Hoshkar AE resistable with shaman slow?

Hoshkar AE is resistible with player slow? IE player one player casts slow on player two and the slowed player (player two) can no longer be hit by Hoshkars AE.

Seems like this would trivialize the encounter. Please advise.

Is this working as intended?
