Game Mechanics: Regen problem when game runs in background

Sometimes I run my game in windowed mode at 640 x 480 resolution (partially for classic reasons, mainly so I can have an internet browser running adjacent to my EQ window.

Something I have noticed: I leave my character sitting to regen HP, leave the window open, but have my web browser as the active window. After a while something unusual will happen to my health. I will very slowly gain HP while my eq window is not the active window, then when I switch to the EQ window my health will shoot up by a hundred hp or so, then rocket back down to where it was before I switched windows. My health will then keep pingponging between these values for a while.

Is this something that anyone/the team is already aware of?
