Unable to set Sig Line and Avatar

Hey everyone, new to P99 for about a week and a half now. I've been trying to update my sig line and avatar pic, but for some reason am not allowed to do so? I've tried to find various FAQ's or threads discussing this issue, but cannot find any addressing this. Must I be approved by an administrator first before I'm allowed to upload photos/update my sig? Thanks and looking forward to being a contributor both here and in game!

you have to make a few posts and or wait a given amount of time before its enabled
