I think its funny that, iirc, on the RP server, no items were no drop except epics because that was the one thing the devs didn't want to commoditize.

Make it a post-Velious release server. No legacy item drops. No bonus exp. Far enough into Velious time to remove hybrid exp penalties.

Basically wipe and rename Beta "Purple" with old world+Kunark zones.

Fear/Hate/Sky/Sebilis and all Velious raid zones strip you of guild affiliation on entry and are open PvP.
