partial quests or must do step by step?

I've never done the wizard epic so this is all new to me, but...
ok, if I was thinking this http://wiki.project1999.com/Staff_of_Gabstik
is a cool stick to get, could I feasibly go up to Kandin Firepot and hand him Mistletoe Powder & receive the staff or do I have to go step by step to the letter?
