Ornate Chain/Cultural Armor?

It reads as follows on the wiki:

Red Server Note: Ornate chain recipes weren't available until the cultural/epics patch, so they were removed on the 22 Apr 2012 patch.

Yet, the other day I saw Dark Elf Cultural armor on a merchant. I've also seen people claim to be able to craft Ornate Chain.

Can anyone confirm whether this information on the wiki is correct?

Cultural armor is in.

You may be able to make Ornate Chain with no stats like in the wiki, but not the stats stuff that came in later.

I'm a 235 blacksmith. The vanilla ornate chain combines work.
