Deleted Characters

Does anyone know if deleted characters can be restored? Is this as easy as getting a rotted corpse retrieved?

Kind of a side question, but related. What happens to the names of deleted characters? Are they still flagged as taken, or can someone else pick them up?

I'm fairly sure they are still flagged.

Not flagged after deletion on P99. I've created a char, deleted it, recreated it with the same name, and the name was allowed the second time around.
