Game Mechanics: Can't fish off docks in Firiona Vie

[Afterburner]

Standing on edge of pier, waiting on boat. Try to fish. Get the "Trying to catch land sharks, perhaps?" message whenever I try to fish.

I have walked around the docks in various orientations, gotten as close to the edge as I can get without falling in, I can see the little "splash" animation in the water whenever I cast, but I still get the "land sharks" message.

EDIT: Only seems to happen at the very end of the dock. If I go up near the buildings on the dock, I can fish just fine.

Can't fish off maiden's voyage (kunark elf boat) either.

Was using male human classic model if that makes a difference.

I could fish off the boat, but not while it was near the dock. Once it started moving, I was okay.
