High Level Tailoring Success Rate too low

People with 228 tailoring skill seem to be reporting a 40 to 50 percent success rate on 252 trivial items. Eqtraders.com equation says it should be around 90%. Is this a bug or intended? Maybe more classic than currect eqtraders?
