Warrior weapon proc rates

So I recall a patch a couple years ago that reduced weapon proc rate modifiers to 0. With the release of velious comes new weapons which I'm curious if their proc modifiers are set to 0 also.

Please post any information you've gathered about the proc rate modifiers for velious weapons.
