There's a Priest of Order in Qeynos you can talk to which will reverse the effect.

Unless you're close to Qeynos, it will probably be easier to start over than make the run. If you weren't flagged for PvP, other players could help but as you are, you can't have helpful spells cast on you by anyone who isn't like you and they're in very short supply. Even with someone to conduct you, it might take multiple tries to get all the way to Qeynos. A higher level player could get you to 7th on a brand spankin' new character easier than you'd make the run.

On the other hand, it might make for a good story.

If you petition to a GM I'm sure they would be willing to remove it for you. Happened to me on live and I had it reversed. Depends on the GM you get and their mood at the moment I suppose.

I have heard mention of this "Priest of Order" a few times now.
I have never ever seen him, and no-one seems to remember where they saw him.

Does anyone have a definitive location for this NPC, or is it in fact, a GM posing as an NPC?

Every starting area has a Priest of Discord.

As for the OP, I think your options, as mentioned above are:

1.) Reroll and don't turn in your Tome.
2.) Level up a bit more (but solo, since others can't aid you) and then make the journey to Qeynos.
3.) Petition GM and hope they are okay just turning it off for you.

Personally, I'd go with 3.) and 1.), unless you are a class that is good at soloing early levels. Depending on where you are, the journey to Qeynos can be super long and dangerous.

The Priest of Order roams both the newbie area outside Qeynos and just inside the city. He wears an all-white robe and when hailed says he has none of his quest dialogue, but you're welcome to say 'pvp' and he'll remove your flag.

If you really want to keep this character, OP, we can meet up and I can port you around. (It's very easy for me to flag myself and then unflag myself using the priests.) I agree that petitioning in-game to get the flag removed would likely be the easiest thing to do.

I would go with option 1, 2 or 4. Option 4 would be to head to Qeynos now. It'd be an adventure! If you don't succeed then to with Option 2 and you'll have a great story to share ^^ if you don't succeed there or just don't want to spend the time on a side journey then go with Option 1 and re-roll. If you go with Option 1 though, consider rolling on the Red server^^ you won't need the tome and if you join Thundereome, you will have plenty of peeps to group with ^^ just /who all Thundereome.
