WTB Cheap mid level WIS gear

Some quick background. I started playing a druid about a month ago, and my money supply hovers around zero (I am level 25). I think I have 16pp, but there is still a spell I need to buy, so effectively I am broke.

I have 3.5 more levels to go until the next spell level, I will start to accumulate some money.

I have a Testament of Vanear and an Erudhide Tunic, but everything else is either tattered or studded leather.

What is available to buy that would get me the most bang for the buck? For example, if I managed to wrangle up 200pp, what would have the biggest impact?

Does the Platinum Armband have Mana Pres I on it still?

+3 WIS/STR and Mana Pres I is pretty decent.

I have no idea about the economy, though, so I dunno what it would go for.
