Quest Issue: Putrid Skeleton & Frostbite's Fish

I am currently grinding faction for my Soulfire sword. I have killed Frosbite the wolf probably 30 times with no fish drop for the quest. On that same note, both the Frostbite's Fish and Putrid Skeleton quests (part 1 and 2) may have their faction hits broken. This leaves me to turning in gold coins to a beggar in Qeynos for days to get the faction, instead of leisurely questing, which is more enjoyable. Part 1 + part 2 of Putrid Skeleton quest should render +100 Priest of Life faction together (+50 per half,) while Frostbite's Fish renders +100 Priest of Life faction, according to Zam. Please confirm or deny both the broken drop rate for Frostbite quest and part 1 and 2 for the Putrid Skeleton questline. Thanks [You must be logged in to view images. I can also confirm no drop rate for the fish off Frostbite, also I gave him a Regurgitonic (cause I tried this first and went all that way) and he did not give up a fish. Seriously, please fess up if this is broken and I'd be really happy if you could repair my Halas faction if it is, because this kinda sucks. I'm trying to get a fish for the Stein of Moggok quest and I wanted to do it the no faction hit way, but this bug drove me to caninicide.

Rabid wolves gives a decent faction hit to Priests of Life if I recall right.
