Spell click effect on Drums of the Beast should be able to target and use . Right now it a self only click. Which is not the way it used to be in Velious on Live.

Also: doesn't seem to increase selo's speed, I was not outrunning other bards with naggy drums.

Isn't that because runspeed has an overall cap?
