This NPC shouldn't be on any faction, and therefore shouldn't engage in combat against any opposing faction.

He should con indifferent to all and not fight Coldain he comes across.

December 2003:

Conned indifferent, even when visible; I'm max ally to CoV and max KoS to both Kromzek and Kromrif. Had 9 people average level about 54 and we just prepped right in front of him and killed him where he stood. Had a couple of wandering tundra kodiaks and a wandering shardwurm add at different times but they were more a nuisance than a danger.

April 2003:

Conned indiff. High lightly. Scent of Terris debuff stuck and was able to cast DR and PR on him

June 2002:

Just killed him; trivial once slowed for 60 warr, 60 rogue, 60 shammy and me 52 cleric. Dropped all 3 things. No faction hit. The shammy was KoS though, very strange (barbarian form)
