People argue this is the case for Fungi, Vibrating Gauntlets, and plenty of other high end Velious items.

The more reasonable reality is that when new expansions come out old high end items are camped/farmed way less often and therefore seen to drop way less often.

The evidence ive found for Fungus Covered Scale Tunic drop rate, is that it goes from being uncommon to ultra rare, but the main issue with this is that it seems like it happend around January 2002. Atleast thats what my investigation found out. If anyone can prove it happend before Luclin, feel free to show and report it.

I'm in favor of drop rates having a non-classic 'drop-rate-reduction' mechanic applied to them for every month the server exists past the final patch of Velious, to keep shit rare and desirable.

Sounds like a great way to discourage new players from joining the server and farming their own gear. Such a change would only benefit the tunnel fat cats.
