Enchanter epic, Modani OT quest mob?

So servers were reset twice like what, a month ago? 3-4 weeks maybe I don't know. On red I am guessing no one has since done enchanter epic, as Modani is not up. 32hrs I have wandered the spot and killed anywhere from 2 to 3 roaming scorps, 40 min respawn. 15% chance respawn apparently. Nothing yet, I have searched everywhere for info on this. Heard people saying 5 hours, 15 hours to spawn him etc due to long spawn. At first I read he spawned in the one rooom, but this appears to be false info and he can path into that one room, in fact 2 of the possible PHers(or maybe only 1 is the real ph? no idea) path in and out and circle the buildings.

The room you see the dots enter marks the room where its easiest to stand to find the walking ph. otherwise you can simply follow the circle and kill the ones that sit in the halls. Now I have been at this for a long time, amazingly enough I was max ally VS, and still ally after so much killing. I need someone to confirm I am not crazy, and this is right and I am just having bad luck with spawns. I literally finished verina/vessel kill 4 days ago and have had the entire epic sitting (3 complete staffs, bag to modani for final staff to turn into BW imitator). And this IS the hardest bottle neck I have had. Most of the stuff I had rotting in the bank, prince head, serpent head, essence, tangrin, etc all but vessel and verina really since I never tried for the epic and just collected as it presented itself.

On blue, I assume this guy once spawned is never killed. On red I would assume the same applies as who wants to bother killing a 55 ench NPC for no real reason. I am sure he was up pre server resets, but Red is weird, low pop, only a few enchanters doing epic atm and none of them that I know have done the step for modani leaving me with the task to spawn him. I got Felia after 13 spawns(literally spent 20 minutes there after 2 friends doing epic spent 2+ hrs.) I thought Felia would be the hardest part of all. Ghost of kindle was a joke, and can be single pulled via targeting and IVU going up on top of the ghost castle building and getting a crit calm resist solo pulled ontop and killed by a charmed pet solo.

So while I constantly question myself in this TLDR post about am I on the right spawns which I am fairly certain I am. Anyone have any info about the final turn in at the sarnak imitator? Klyseer named was up, I figure I will just calm everything near by. Then what, I walk up to imitator and ask "Are you jeb lumsed" and look for a reply, or nothing and just hand in the Bundle of Staves receiving my epic?

any help on modani spawn or final turn in is appreciated, for some reason I have heard a few bad stories about final turn in not sure if because people were stupid and didn't understand what they were doing or what.

TLDR = am I spawning Modani properly? Anything to know about final epic turn in besides ask Sarnak Imitator are you jeb lumsed, calm everything, turn in bundle n done.
