I was outside Freeport last night, getting a bonechip for the monk sash quest and got a skill up on a skeleton that I much too high of a level to get XP on. I thought that you couldn't get skill increases on things you can't get XP for? (or at least that's the way I remember it.)

at lower levels you can get xp on mobs that are green, but only if they are just.

I remember getting skill ups in dual wield on greens. What skill did you get a skill up in?

I think it depends on what is the condition for a successful skillup. Like, you can get Evocation skillups casting on green mobs because the success is you casting the spell, not whether it hits the mob.
I think dual wield is a skill like this, because the success is whether or not you swing, not whether or not you hit.

You're not seeing things. The Monk special attack line skills up on any mob no matter the level.
I'm not sure if that's the way it was on live, though.
