It's safe and exp is still great.

Kedge is +++ with good players
Lguk is garbage exp but makes up for it with named which are usually camped.
I think everything in paw is green after 35 except ishva

Over lvl 35 your only good options are kedge and solb for grouping, and nobody pugs kedge

Paw is good exp until 45, not great loot but there is some
