Bread Quest Exp - Not sure exp is being given properly

Description: The Bread Shipment quest initiated in South Karana, and completed in North Karana is giving exp still at level 35. (1%). This seems to not be intended, as I have been getting exp from this quest since level 16.

Relevant NPCs: Jarlen Meadowgreen (South Karana) and Inkeep James (North Karana)

Steps to reproduce bug:
The quest has you give Jarlen 2 gps, and he gives you a Bag of Bread Loaves. You then run this over the Inkeep James in North Karana and he gives you exp and between 1 and 5pp.

Expected behavior:
I don't believe you should get 1 - 2% as high as level 35. I spoke to Cylock who recommended I report it here, and let the Devs decide.

Evidence/Research:
This was a thread from another player who compiled data from earlier levels.

I am just looking for confirmation that doing this quest at higher levels is not considered an exploit. The GM in game said it wasn't, and just simply asked I report it.
