Where are the Leatherfoot Scouts?

So I made a DE cleric and was trying to do the quest for the Initiate Symbol of Innoruuk. Went to the nooby log in nek and waited, 45 mins and no Leatherfoot scout pathing by. As I remember it this is where they used to path back in 1999. From the nooby log they would make a huge circle to the halfling camp near the river, back up to the halfling ruins and back around to just in front of the nooby log. The route took them like 15-20 mins I think or maybe I'm mistaking?
