If the Executioner won't, we should raid McNeal Jocub and wipe him from the face of the emulator.

How do we get the Executioner to kill McNeal Jocub?

Yes, I can say with 100% certainty that he exists on this server. I did that quest with one of my characters maybe 4-5 months ago. All I did was follow whatever walkthrough I looked at and it did what it was supposed to.

Sorry I can't be of more specific help, but he's definitely on p1999.
