Spectral keeper / champions in southern Trakanon's Teeth

As a 51 paladin, I have been duo'ing this camp spot. I tried using my undead DD line of spells to pull them, but when I use it on the keepers, it does no damage but will cause aggro.

When I use it on the champions, it does damage and causes aggro.

It is NOT being resisted, log states that the mob has taken 162 damage but bar does not move.

Is NOT a targeting error, I dropped target, retargeted, still 100% after log confirmed damage was dealt.

Also, the proc of my Ghoulbane DOES do damage.

Spectral keepers are wizards.

Rune maybe?
