Untextured water in Oasis and North Ro

I was running a baby Troll to Neriak to check on factions and while I was in Oasis and Nro the water wasn't textured or animated, just a smooth blue abyss. The water in Grobb, Innothule, Nektulos, and Neriak was fine.
