You do not have it right. Go around treating stuff like a DPS race means you won't be on here all that long before the server guides say "hi" to you. Outdoor monsters are mainly first to engage, although a player can sit on and camp a single spawn location if he wishes.

No no nono no.

Basically anything you're going to fight to level up on can be camped, even if it's a single monster. Sit on the spawn point, engage it within moments, it's yours unless you can't handle it, die, are too slow to engage (whatever that means), leave, etc. Basically.

It's a fairly simple "don't be a dick" system. If someone else is there first, it's not yours. If someone else is engaged already, it's not yours. But not everyone remembers (or cares about) this stuff.

Camps are a thing
I suggest you read the rules on what "camps" are.

First to engage is a thing for very specific mobs (pre-raid)

dps racing is NOT a thing and can get you in trouble on p99
Don't go up to other players and try to out dps them. You can get petitioned and in trouble.

Nothing is a DPS race on a P99 blue server. Perhaps you mean first-to-engage in outdoor zones. That is a race.

Please don't KS people and get banned, bro.

Yes. He can't claim more than one spawn against competition unless he gets to it first and they aren't sitting there waiting.

Rathe giants as well as seafury giants are 1 mob camps. You can't 'legally' camp more than 1 of those mobs at a time.

Just because you can quad doesn't mean you or they or anyone is camping 4 mobs that spawn no where near each other.

Anything without a definable "camp" is first-to-engage. If the person/group holding the camp dies, it's first-to-engage. If it's a raid mob, it's always FTE.

A roaming mob can be a "camp" if you sit on the spawn. Camps aren't always super cut-and-dry. Ass/Sup is usually one camp. Nybright sisters would be one camp. Most of the time Crypt/Emp is counted as one camp, but especially during the Kunark gold rush it was common to have one group claim emp with another claiming crypt, and on a really bad day people would claim individual crypt rooms as separate camps (which absolutely didn't leave enough mobs). Depending on the camp, how close you need to be fluctuates; nobody camps fungi king at his spawn point, that would be suicide, so a distance away in a safe-ish spot is acceptable.

Re: camps, a player or group can hold multiple "camps" if they're keeping the mobs down consistently, but if another player/group comes along and wants one, the first player gets to pick which he is "keeping".
