Very Peculiar UI Issue

Okay, in the game, you know when you move the mouse cursor over an item (but you don't click on it) a little text box appears telling you the name of the item? Or when you move the mouse cursor over a buff a similar text box appears telling you the name of the buff and the time remaining? Well, up until yesterday, those text boxes were appearing just fine with no problem.

But suddenly, those text boxes stopped appearing. When I go to loot a corpse, I can't check what the item is without looting it. I can hold down right click to make the little details box open, and I can find out that way, but that takes a while, and it was much easier when I could just move my cursor over the item to see what it was. Normally, when you move the mouse cursor over a spell gem, it shows the name of the spell. But not for me right now. If I hold down "Alt", the spell names all pop up while I'm holding it down, but then go away when I release the Alt key.

I've looked through the options menu in game and I can't seem to find an option for this because I don't really know what that text box is called. I"ve tried pushing all the F keys and so on, but nothing has worked.

Any ideas?
