Can't get past server screen

I have been troubleshooting for a couple days now and unable to get into the game. This is a completely new installation; I have not used project 99 before.

I can log in, select a server and when I go to join the game seems to minimize then after a bit goes to the login screen again.

I looked into changing the resolution as it mentions in the troubleshooting guide but my eqclient.ini doesn't have anything that starts with "windowed" when I search for it finds nothing.
